This Privacy Policy explains why personal and technical data collected through mekser.az is processed, how it is protected, with whom it may be shared and what choices are available to users.
1. General provisions and operator

Data is processed with regard to applicable legislation of the Republic of Azerbaijan, including the Law “On Personal Data”.
2. Types of data collected
When the contact form is submitted, the following data is processed to answer the enquiry and perform security checks:
- first name, surname, e-mail address, subject and message;
- the fact that the privacy notice was accepted, the policy version, language and enquiry record number;
- request time, Turnstile verification result and a shortened irreversible hash derived from the IP address in the security log;
- limited technical information sent by the browser, necessary session/CSRF cookies and the cookie-consent record;
- usage statistics created by Google Analytics and technical information required by Chaty after “ACCEPT” is selected.
3. Purposes of use
Data is processed to receive and answer your enquiry, prevent automated misuse of the form, keep the website secure and stable, document consent and comply with legal obligations.
Contact-form data is provided voluntarily. The separate confirmation in the form records your consent to processing for the purpose of answering the enquiry. Google Analytics and Chaty are activated only after “ACCEPT” is selected in the banner.
4. Data sharing and transfer
ENERAZ LLC does not sell personal data or distribute it for commercial purposes. Access is limited to authorised personnel, public authorities where required by law, and hosting, e-mail and security providers only to the extent necessary for the stated purpose.
Cloudflare Turnstile protects the contact form, while Google Fonts is used to display fonts. Google Analytics and Chaty are activated with consent. These providers may operate infrastructure outside the Republic of Azerbaijan; possible cross-border processing must take place subject to applicable law and the user’s choice.
5. Retention and protection
An enquiry and its consent record are retained for as long as necessary to answer the enquiry and meet applicable legal obligations; when no basis remains, data should be erased or anonymised. Security records are kept for a limited operational period, while third-party data is retained under the applicable settings and policies of those services.
The website uses HTTPS, Secure/HttpOnly/SameSite cookie attributes, CSRF protection, Cloudflare Turnstile, rate limiting, access controls and security logging. Complete security of data transmission over the internet cannot be guaranteed.
6. User rights
You may request information about whether and how your personal data is processed, access and correction, erasure except where law requires retention, objection to processing, and withdrawal of consent. Requests may be sent to .
Exercising a right may require reasonable verification of identity and the request. Requests concerning information that must be retained by law are handled within the relevant legal requirements.
7. Cookies and optional services
Necessary cookies support the session, CSRF protection and storage of the consent choice so that the website can operate securely. Without them, the contact form and core functions may not work correctly.
Optional services such as Google Analytics and Chaty load only after “ACCEPT” is selected. The consent record is retained for 180 days. To withdraw consent, delete “mekser_cookie_consent” and analytics cookies for mekser.az in your browser; on the next visit, the banner will reappear and optional services will remain disabled until new consent is given.
8. Changes to this policy
This policy may be updated when website services, data fields or legal requirements change. If a material change affects the scope of consent, the banner requests consent again for the new policy version.
